Client Challenge 

Our client, a government executive agency, provides services for drivers and traders and is responsible for implementing and maintaining vehicle-related legislation. As part of its ongoing digital transformation, the agency required a supplier to provide highly skilled engineering resources to support: 

  • Legislative & Compliance programmes 
  • Service Improvement initiatives 
  • Employee Experience enhancements 
  • Ongoing operational change and technology maintenance 

The agency’s primary challenge was its reliance on outdated legacy systems, built on rare and difficult-to-maintain technologies. This posed a significant risk to service continuity. Additionally, the agency needed to rapidly implement legislative changes, often requiring immediate reprioritisation of technical resources. 

 

Our Solution 

Over the past four years and two contracts, LA International has delivered continuous support and improvement to the agency’s legacy systems while also driving forward technology uplift initiatives. 

We provided a dedicated pool of security-cleared engineers based in Wales, onboarded within two weeks to minimise delays. Our team supports both the maintenance of legacy systems and the transition to modern technologies such as Java, helping reduce long-term technical debt. 

Key elements of our delivery model include: 

  • Statement of Work-based engagements for flexibility and value 
  • Knowledge transfer through pair programming and “lunch and learn” sessions to reduce single points of failure 
  • Proactive resource planning to meet shifting priorities, such as urgent legislative implementations (e.g. electric vehicle tax, new keeper service) 
  • Dual-track delivery, maintaining legacy systems while developing modern replacements to eventually eliminate outdated technologies
